Quebec loses an average of 10 children a year to drowning, most often in a residential pool, most often between the ages of 1 and 4, and 80% of the time from May to August. That’s the finding of a May 2025 report from the Institut national de sant\u00e9 publique du Qu\u00e9bec (INSPQ)<\/a>, covering 2017 to 2021.<\/p>\n

Here’s the detail that surprises most homeowners: in those fatal pool drownings, a fence limiting access to the pool was present in 59% of cases. The INSPQ’s own reading of the files is that the enclosures were often used inadequately \u2014 most commonly a gate left open or left unlocked. Adult supervision was present in 31% of cases.<\/p>\n

That’s the real lesson behind Quebec’s pool fence regulation, and it’s the angle we build from at Duratech: an aluminum pool fence \u2014 or an ornamental steel one \u2014 only does its job when the barrier is unbroken, separated from the house, and the gate closes and locks by itself. What Quebec’s Pool Fence Regulation Actually Requires<\/h2>\n

Quebec’s residential pool safety regulation sets two hard numbers for any pool holding 60 cm of water or more. The enclosure has to stand at least 1.2 meters<\/strong> high, and no opening \u2014 between pickets, or between the bottom rail and the ground \u2014 can let a 10-centimeter sphere<\/strong> pass through.<\/p>\n

A third requirement is qualitative, not numeric: the enclosure must not be built so that it’s easy to climb. The regulation states that one in words rather than in numbers \u2014 the application guide and the self-assessment tools are on the official Quebec pool safety page<\/a>. That sentence carries more weight than it looks like on paper, and we’ll come back to it.<\/p>\n

A few details owners miss on their own enclosures. A 1-meter buffer zone<\/strong> around the fence has to stay clear of fixed structures and equipment that could be climbed \u2014 a retaining wall, a play module, a shed. Movable things like patio furniture aren’t what the rule names, but they give a child the same foothold, so we’d move them anyway. Pool equipment like the filter needs to sit outside that buffer, inside the enclosure, or in a shed. A wall of the house can serve as part of the enclosure, which is where the window rule comes from: any window within that 1-meter band has to sit at least 3 meters up or have its opening restricted to the same 10-centimeter rule.<\/p>\n

The rule isn’t limited to in-ground pools, either. It covers any pool holding 60 cm of water or more \u2014 in-ground, semi in-ground, above-ground, and portable or inflatable pools alike. An above-ground pool with a wall under 1.2 m, or a portable one with a wall under 1.4 m, needs an enclosure of its own.<\/p>\n
