A deck built over the summer needs its aluminum railing before the first frost, or a wobbly wood staircase is finally getting replaced before the ice comes back \u2014 and the homeowner asks one question first: how high does this have to be?<\/p>\n<p>The honest answer is &#8220;it depends,&#8221; but not in a vague way. It depends on which of two different code elements you&#8217;re asking about \u2014 the guard along the edge of a drop, or the handrail you grip on a staircase \u2014 and on how far that drop is. It also depends on something most fencing sites skip entirely: whose rulebook applies to your house in the first place.<\/p>\n<p>Short version: where the applicable code or municipal construction by-law uses the Part 9 guard rules, a guard is required once the drop is more than 600 mm. The usual minimum height is 1070 mm, with a 900 mm exception for certain exterior guards serving a single dwelling where the protected walking surface is no more than 1800 mm above finished ground. A stair handrail is a separate element and generally sits between 865 and 1070 mm. It&#8217;s a different element from the handrail you hold on a staircase, which has its own section.<\/p>\n<p>These are the numbers set out in the Code de construction du Qu\u00e9bec, Chapitre I \u2013 B\u00e2timent, which since April 17, 2025 has been based on the <a href=\"https:\/\/nrc.canada.ca\/en\/certifications-evaluations-standards\/codes-canada\/codes-canada-publications\/quebec-construction-code-chapter-i-building-national-building-code-canada-2020-amended\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">National Building Code of Canada 2020, as amended for Quebec<\/a>. Under the transition provision, which the RBQ extended by one year in September 2026, work that began before October 17, 2027 may still follow the previous 2015-based edition. The guard and handrail values discussed below should therefore be confirmed against the edition that applies to the specific project, especially when a permit or inspection is involved. For most houses, these numbers usually reach you through your municipality&#8217;s construction by-law (we untangle who enforces what further down). A deck or balcony shared by both units of a duplex needs the full 1070 mm, and so does a single-family deck more than 1800 mm above the ground. A deck or balcony serving one home, with its floor between 600 mm and 1800 mm above the finished ground, can use 900 mm instead. Mixing the two up is the most common mistake we see on DIY builds.<\/p>\n<h3 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"1bimjnq\" data-start=\"15657\" data-end=\"15721\">What to measure before calling for an aluminum railing quote<\/h3>\n<p dir=\"auto\" data-start=\"15726\" data-end=\"16084\">Before asking for a quote, measure the drop from the walking surface to the ground, the total length of the railing run, the number of corners, and the number of stair risers if a stair is involved. Also note whether the railing will anchor into concrete, wood framing, or an existing structure. These details affect both the code height and the final price.<\/p>\n<h2 id=\"when-is-a-guard-mandatory-at-all\">When Is a Guard Mandatory at All?<\/h2>\n<p>The trigger is the 600 mm drop, set out in article 9.8.8.1. If your deck, porch, or landing sits 600 mm or less above the ground, the code&#8217;s guard requirement doesn&#8217;t force one \u2014 plenty of low platforms and step-down patios fall into this category.\u00a0This does not mean a municipality cannot have its own requirement for a specific project, nor does it remove the need to build any optional railing safely.<\/p>\n<p>One catch if you add a railing anyway on a low deck: the code still limits its openings. They must either stop a 100 mm sphere \u2014 the same test a required guard must pass, covered below \u2014 or let a 200 mm sphere through (9.8.8.5), so a child can&#8217;t get their head stuck between pickets.<\/p>\n<p>The 600 mm threshold applies wherever the walking surface changes elevation, not just at the edge of a deck. An open stair landing, the side of a raised porch, or a balcony off a walkout basement all get measured the same way: if the drop to any surface within 1.2 m of that edge is more than 600 mm, a guard goes in, at the height from the table above.<\/p>\n<p>Above that line, height isn&#8217;t optional, and it isn&#8217;t a matter of what &#8220;looks right&#8221; for the house. It&#8217;s the number the municipality checks against when a permit or inspection comes up \u2014 more on that below.<\/p>\n<h2 id=\"handrail-height-why-the-main-courante-is-a-different-rule\">Handrail Height: Why the Main Courante Is a Different Rule<\/h2>\n<p>A handrail \u2014 <em>main courante<\/em> \u2014 is the rail you grip while walking a flight of stairs. It&#8217;s a separate requirement from the guard, covered by a different section of the code (9.8.7), and it&#8217;s easy to conflate the two when you&#8217;re just trying to find &#8220;the&#8221; railing height for a project.<\/p>\n<p>Under the current code, handrail height runs <strong>865 to 1070 mm<\/strong> (34&#8243; to 42&#8243;), measured vertically to a line tangent to the tread nosings. That&#8217;s worth flagging on its own: some older fencing checklists still quote 800\u2013965 mm, which was the range under the 2010 code and is no longer current.<\/p>\n<p>A handrail isn&#8217;t required on every flight. For a single dwelling, it&#8217;s mandatory on <strong>exterior stairs with more than 3 risers<\/strong>, and on <strong>interior stairs with more than 2 risers<\/strong> (9.8.7.1). For those single-dwelling stairs, one handrail is enough, and it doesn&#8217;t have to extend past the ends of the flight. The stricter rules apply to stairs serving two or more dwellings, like a duplex&#8217;s shared front stair: a handrail on <strong>both sides<\/strong> if the stair turns or is <strong>1100 mm wide or more<\/strong> (9.8.7.1), and at least one handrail extending <strong>300 mm<\/strong> horizontally beyond the top and bottom of each flight (9.8.7.3).<\/p>\n<p>The handrail itself also needs at least 50 mm of clearance from the wall or surface behind it (60 mm if that surface is rough or abrasive) and has to offer a good grip along its whole length (9.8.7.5).<\/p>\n<p>If you&#8217;re looking for one clean number for a stair handrail, it&#8217;s that 865\u20131070 mm range \u2014 but check the open side of the stair too. Where the drop beside the stair is more than 600 mm, that side also needs a guard, measured vertically from the tread nosing: at least 900 mm on an exterior stair serving a single home no more than 1800 mm above the ground, and 1070 mm otherwise (9.8.8.3). On a single-home exterior stair within that 1800 mm limit, a graspable top rail set between 900 and 1070 mm meets both height ranges; everywhere else, only a top rail at 1070 mm does. The code sets a physical test for this: no opening in the guard can let a <strong>100 mm sphere<\/strong> pass through (9.8.8.5). The code&#8217;s explanatory note ties this to young children, who are the most at risk of slipping between balusters.<\/p>\n<p>The anti-climb rule is narrower than many online checklists suggest. Article 9.8.8.6 applies only to a required guard protecting a drop of more than <strong>4.2 m<\/strong>: on those, nothing between <strong>140 mm and 900 mm<\/strong> above the floor may make the guard easy to climb. For many smaller residential buildings in Quebec \u2014 including many single-family homes and residential buildings that fall within the exemptions set out in article 1.04 \u2014 the <strong>Code de construction du Qu\u00e9bec may not apply directly<\/strong>. In those cases, the obligation often comes through the municipality\u2019s construction by-law, which may adopt the provincial code by reference. That&#8217;s stated on the <a href=\"https:\/\/www.quebec.ca\/habitation-territoire\/amenagement-developpement-territoires\/amenagement-territoire\/guide-prise-decision-urbanisme\/reglementation\/reglement-construction\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">government of Quebec&#8217;s own guide to construction by-laws<\/a>: for these buildings, the obligation can come from your <strong>municipality&#8217;s construction by-law<\/strong> (<em>r\u00e8glement de construction<\/em>), not from the provincial code itself.<\/p>\n<p>In practice, this rarely changes the numbers. When a municipal by-law adopts the provincial code by reference, the 1070 mm \/ 900 mm \/ 865\u20131070 mm figures above apply either way. What it does change is where the obligation comes from, and who you call to confirm it before you build: your municipality&#8217;s by-law office, not a provincial hotline.<\/p>\n<p>It also means permit rules vary by city, and that&#8217;s worth checking before the posts go in the ground. <strong>Brossard<\/strong> has separate permit applications for <a href=\"https:\/\/brossard.ca\/en\/procedures\/apply-for-a-permit-for-a-balcony-stoop-porch-or-gallery\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">a balcony, stoop, porch, or gallery<\/a> and for an exterior staircase, and its balcony permit form asks which guard height you&#8217;re installing. <strong>Longueuil<\/strong> sets out a dedicated permit category for <a href=\"https:\/\/cms.longueuil.quebec\/sites\/default\/files\/medias\/documents\/2025-07\/Balcon,%20galerie,%20perron%20et%20autre%20plate-forme%20%C3%A0%20plus%20de%20%201,5%20m%20du%20sol%20juillet%202025.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">building or renovating a balcony, gallery, porch, or other platform<\/a> that sits <strong>more than 1.5 m<\/strong> off the ground.<\/p>\n<p>Notice that 1.5 m is a different number from the 600 mm guard trigger above \u2014 one governs whether you need a <em>permit for the platform itself<\/em>, the other governs whether you need a <em>guard on it<\/em>. It&#8217;s easy to conflate the two, but one number doesn&#8217;t answer both questions. Chambly lists patios among the projects it issues permits for, and Marieville offers an online permit for galleries, porches, and decks, but neither page spells out a height threshold \u2014 municipal rules genuinely differ from city to city, so checking with your own municipality is the reliable step, not a fallback.<\/p>\n<p>One more piece that surprises people: work on guards and handrails should be treated as construction work requiring the appropriate contractor licensing, unless a specific legal exception applies. <a href=\"https:\/\/www.rbq.gouv.qc.ca\/en\/licence\/knowing-if-a-licence-is-required\/work-not-requiring-a-licence\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">The RBQ states that any construction contractor offering services<\/a>, to perform or have construction work performed in Quebec must hold a valid licence, and <a href=\"https:\/\/educaloi.qc.ca\/capsules\/engager-un-entrepreneur-en-renovation\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">\u00c9ducaloi reminds homeowners<\/a> that an unlicensed renovation contractor is operating illegally.<\/p>\n<h2 id=\"aluminum-vs-wrought-iron-vs-wood-on-the-south-shore\">Aluminum vs. Wrought Iron vs. Wood on the South Shore<\/h2>\n<p>Once the height and the paperwork are settled, the material decision comes down to what a Mont\u00e9r\u00e9gie winter does to it.<\/p>\n<p>Aluminum doesn&#8217;t rust, but salt and grime still build up on it, so a railing next to a driveway or a de-iced walkway benefits from an occasional wash with soap and water. Wrought iron and steel are the more exposed choice: once the coating is chipped, salt and moisture reach bare metal, and keeping ahead of it means regular washing through the winter and spring and refinishing the protective coating before it wears through.<\/p>\n<p>Wood needs the most upkeep of the three \u2014 regular staining or sealing, plus the slower damage of moisture rot and freeze-thaw warping that Quebec winters are especially good at causing.<\/p>\n<p>There&#8217;s also a structural side the code takes seriously \u2014 a guard has to be designed to hold minimum horizontal and vertical loads, backed by lab testing or an engineer&#8217;s calculation. The <a href=\"https:\/\/www.rbq.gouv.qc.ca\/salle-de-presse\/les-nouvelles\/nouvelles-detail\/item\/2014-11-03-resistance-structurale-des-garde-corps\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\">RBQ is explicit<\/a> that if posts or anchors end up further apart, screws and bolts get smaller, or a material changes during installation, new tests or new engineer-signed calculations are required.<\/p>\n<p>Anchoring matters as much as the material. Whether posts go into concrete or wood framing, the fastener \u2014 mechanical or chemical anchor \u2014 has to be installed exactly as the manufacturer&#8217;s or engineer&#8217;s installation drawings specify, because that&#8217;s what the tested or calculated strength assumes.<\/p>\n<p>When new concrete pads or footings are part of the railing work, our standard is to give the concrete 14 days of cure before the railing system takes its final load \u2014 whether that means installing posts, tightening anchors, or mounting the rail sections, depending on the detail used.
